Today, March 18, 2021, an extraordinary meeting of the General Assembly of the International Association of Treasury Services (AIST) was held in videoconference format.
The meeting was traditionally opened by the Headman of the General Secretariat of AIST Jean-Marc Niel, who recorded the available quorum for the Assembly.
As the President of the Association in 2021, further work at the meeting was directed by the Head of the State Treasury Service of Ukraine Tetiana Sliuz.
Tetiana Sliuz, in turn, congratulated her fellow-financiers and thanked all participants for the time and opportunity to participate in the on-line meeting, reminded the members of the Association about the statutory issues that regulate the work of the Association, as well as the decisions taken during the General Assembly. In addition, the President of the Association announced the personnel changes that will take place in the General Secretariat. Thus, the Secretary-General of the Association Jean-Marc Niel due to the promotion will cease to serve as Secretary-General of AIST from April 1, 2021. The General Assembly of the Association was postponed from May to March 2021 in order to summarize the work of the Association for 2020 by the current Secretary-General.
According to the agenda, the Secretary-General of the Association Jean-Marc Niel acquainted the participants with the financial report for 2020, as well as described the financial situation in the Association as of March 2021. For her part, the report of the External Auditor was presented by Barbara Heraud, who holds this position.
The work program of the International Association of Treasury Services for 2021 was jointly presented to the participants by the Secretary-General of the Association Jean-Marc Niel and the President of the Association Tetiana Sliuz.
Among the priority topics that members of the organization plan to work on this year at seminars: "Development of regulations of the Association as a guide for administrations of public accounting in creating a mechanism for risk management in accounting", "Improving the Association and accounting reform". The theme of the XIV Annual Symposium is: "Risk Management and Changes" with two sub-themes: "Human Resources" and "Information Systems".
It will be recalled that the right to hold the XIV Annual Symposium and the General Assembly in 2021 is reserved for Ukraine. In case of a favorable sanitary-epidemic situation, these measures will take place in September 2021 in Kyiv.
Under these conditions, the composition of the Executive Bureau remains unchanged until September 2022: Ukraine (President), Togo and Mauritania (Vice Presidents), Comoros, Côte d’Ivoire, France, Madagascar, Morocco and Senegal (Administrators).
Adele Lieber, a spokeswoman for the French Ministry of Economy and Finance, said that the candidacies for the post of Secretary-General of the Association were being considered and would be presented at a regular meeting of the Association's Executive Bureau for further approval by the General Assembly.
After agreeing on administrative issues at the General Assembly, the members of the Association continued to exchange practical experience in the framework of a thematic webinar on the topic: "Information technology in accounting administrations." Speakers: Ukraine, France and the Democratic Republic of the Congo, who presented their own developments in the field of IT technologies.
Thus, the Treasury of Ukraine presented a presentation on the evolution of information technology used in the process of treasury services.
The representative of the Ministry of Economy and Finance of France focused the attention of those present on the introduction of dematerialization and the system of account management in the public sector at the local level.
The presentation of the Ministry of Finance of the Democratic Republic of the Congo was dedicated to the payment system.
After the presentations, the topics were discussed, during which the speakers answered the questions of their colleagues.
Cooperation between the countries is sustainable, because the work of the Association has not stopped despite all the challenges of today. The planned issues of the Association's work are decided collegially, but, in addition to current issues, the member countries of the Association carry out the main mission of AIST - the exchange of practical experience.
